Technical Problems:

  2. The problem and solution are well-defined
  3. Require individual or small group effort to implement the solution
  4. Involve fixing, improving, or replacing existing systems or processes
  5. Focus is on the technical/operational aspects

Adaptive Challenges:

  1. No clear solutions exist, requiring stakeholders to change priorities, beliefs, habits, and loyalties
  2. The problem and solution are not well-defined, they emerge through the process
  3. Require the involvement and collective learning of many stakeholders
  4. Involve changing organizational culture, values, and norms
  5. Focus is on changing people's mindsets and behaviors
